In 2015, less than 50% of land titles in Romania were registered in the integrated system for cadaster and national land book (eTerra). To overcome this, the Romanian National Agency for Cadaster and Land Registration is undertaking a massive project with EU regional funds to register title in 793 "territorial administrative units" in less developed rural areas of Romania. Integrity Pacts are being used to oversee two out of three components of the necessary public procurement for this registration process.

The Romanian Ministry of Culture and National Identity has begun a project to digitise all cultural artefacts and to create an online cultural digital library. This will allow public access to tens of thousands of cultural items - ranging from text and audio to 3D objects and video. The project will train relevant ministry staff in digitisation techniques and the development, cataloguing, and searchability of a national cultural digital library.

Romania’s National Anti-Corruption Strategy 2016–2020 includes the goal of increasing transparency and reducing the risk of corruption in public procurement. One specific action the government pledges to undertake to this end is to pilot integrity pacts to oversee public procurement within two public contracting authorities (Objective 3.6.3).

In the context of the Integrity Pacts – Safeguarding EU Funds Programme, Romania has implemented Integrity Pacts in the context of four projects (see links below):

TI-Portugal developed and signed an Integrity Pact with the Portuguese Directorate General for Cultural Heritage to oversee the tender and contract implementation of a conservation and restoration project at the Alcobaça Monastery, a UNESCO World Heritage Site since 1989.

TI-UK's specialised Defence and Security Programme successfully introduced elements of the Defence Integrity Pact to oversee a tender for VIP aircraft alongside other integrity reform measures.

The majority of Polish railways were built over a century ago. Given the low speeds and state of disrepair, Polish railways struggle to compete with road travel. The Stefan Batory Foundation, Transparency International's Chapter in Poland, signed an MOU and developed an Integrity Pact and related documents to oversee the tender and contract implementation of an important railway modernisation project to improve Poland's modern railway network.

TI-Lithuania signed and developed an Integrity Pact to oversee the tender and contract execution of the urban redevelopment of the Neris Riverside in the heart of the capital Vilnius.

By selecting a public works tender in the capital Vilnius for civic monitoring, TI-Lithuania is seeking to overcome private sector concerns that construction projects in Lithuania are most prone to corruption.
