The Regional Health Agency Gesundheit Nord signed an Integrity Pact with TI-Germany in 2010 to oversee the tender and contract implementation of the construction project for the Siloah Health Clinic in Hanover. The IP was deployed as a proactive corruption prevention measure.

The Regional Health Agency Gesundheit Nord signed an Integrity Pact with TI-Germany in 2009 to oversee the planning and construction of the Bremen-Mitte Clinic. An independent expert with a legal and construction background contributed to the monitoring. The construction project experienced delays and finished with higher costs than anticipated. But a parliamentary inquiry determined that there was no corruption with the use of the IP.

The German federal government and States of Berlin and Brandenburg decided shortly after German unification to build a major new international airport for Berlin. Flughafen Berlin-Schönefeld GmbH (FBS), a limited company owned by the three public authorities proceeded with plans for this construction. From the time that planning started in 1995 onwards, the project was plagued by corruption scandals.

After a bribery scandal involving the former managing director at the Rhein-Sieg Waste Management Company (RSAG), RSAG created an Integrity Pact, with TI-Germany serving as civil society monitor and with contractual clauses that bidders sign with integrity obligations and clear sanctions for breach of the obligations. This was the first Integrity Pact that TI-Germany helped tailor to a specific company in Germany. RSAG was to include the Integrity Pact in all of its tenders from 2004 onwards.

In the decade from 2005 - 2015, TI-Germany helped implement and served as CSO monitor for five Integrity Pacts in Germany. The IP model has been adopted by the Howege Housing Authority as a mandatory element for bidders to participate in its tenders.

The largest IP that applied to the Berlin-Brandenburg airport resulted with TI-Germany withdrawing due to ongoing corruption concerns in its procurement. Nevertheless, the IP experiences in Germany have helped develop integrity and compliance standards within Germany.

Czech Ministry for Regional Development needed to strengthen its internal controls in the receipt and distribution of EU funds for various projects. It used an Integrity Pact to oversee the procurement of an IT system that would serve as an online platform for receiving, distributing, and monitoring EU subsidies.

This IP is part of the “Integrity Pacts Programme – Safeguarding EU Funds” project funded by the European Commission

The Czech Republic has implemented one Integrity Pact in the context of the Integrity Pacts Programme - Safeguarding EU Funds" project. This is the "Services of technical supervision of the operation of information system MS2014+" project of the Ministry of Regional Development.

This is a high-profile infrastructure project for Bulgaria as the Struma Motorway is Bulgaria's most important road. This tunnel is scheduled to be the longest in Bulgaria, adding an important link to the road network.

The current IP was signed in 2017. TI-Bulgaria has monitored the tender process and award and is currently monitoring the contract implementation phase. TI-Bulgaria signed a prior Cooperation Agreement in 2015 to monitor the same tender, but the procurement agency terminated that tender process due to changes in the Bulgarian Procurement Law.

TI-Bulgaria served as independent monitor of the tender for the construction of Lot 2 of the Struma Motorway. This IP was one of three pilot IPs as part of the "Increasing Integrity through Advocacy: Counteracting Corruption in Public Contracting" project funded by the Siemens Integrity Initiative Second Funding Round.
