The European Commission, in partnership with Transparency International, is piloting the use of Integrity Pacts in projects co-funded by European Commission Structural and Cohesion Funds.

The TI Integrity Pacts (IP) - Civil Control Mechanism for Safeguarding EU Funds, Phase 2 Project  is applying Integrity Pacts to 18 public procurement projects in 11 EU countries involving 15 different civil society monitors.

SME Development Program Integrity Pact

Transparency Paraguay served as civil society monitor to oversee a public tender for project management services for an SME development program funded by the Inter-American Development Bank (IDB). As part of its role, Transparency Paraguay also agreed to conduct training to relevant ministry officials on the public procurement law and ethics and to advise on the implementation of recommendations for public governance reform.

Castilla - La Mancha - Cuenca Gymnasium Integrity Pact

The autonomous region of Castilla-La Mancha and TI-Spain signed two collaboration agreements on 11 April 2018 to apply two Integrity Pact to two concurrent tenders. The second IP was applied to a tender for the construction of a gymnasium in the town of Cuenca. TI-Spain oversaw the hiring and work of external experts on public works and public procurement. The monitoring took place in the pre-tender phase only.

Castilla - La Mancha: Education Centre in Hellin Integrity Pact

Valencia - Aldaia School Construction Integrity Pact

TI-Spain and the autonomous region of the Generalitat Valenciana agreed to implement an Integrity Pact to oversee the needs assessment and preparation of the tender materials for a public works contract for the construction of a school in the town of Aldaia. TI-Spain served as the IP Monitor, overseeing an external monitoring group of three experts on public procurement and public works.

Linea Madrid - Citizen Telecommunications Channel Service Integrity Pact

The Madrid City Council used an IP to oversee the tender to establish a citizens' call hotline in 2017 - 2018. A 2017 collaboration agreement between TI-Spain and the Madrid City Council created a Joint Monitoring Commission that that designed the IP text and setting out procedures and hired external experts to oversee the tender award and implementation. The IP monitoring system had a positive impact in improving public information regarding the contract implementation.

Integrity Pacts in Spain - Country Overview

Transparency International Spain began promoting the use of Integrity Pacts for public procurement as Spain recently undertook a legal reform process to transpose two EU Directives on public procurement (2014/24/EU) and the award of concession contracts (2014/23/EU).

The Siemens Integrity Initiative supported TI-Spain's technical advice and coordination role from 2015 to 2019. In this time, three municipalities agreed to pilot the use of Integrity Pacts in the public tenders linked below.

Energy Renovation of Hospitals Integrity Pact

TI-Slovenia has developed and signed an Integrity Pact with the Slovenian Ministry of Health to oversee the tender and contract implementation of the energy renovation of the Trbovlje and Novo mesto general hospitals. The company that won the bid and is fulfilling the contract also signed the Integrity Pact.

This IP is part of the “Integrity Pacts Programme – Safeguarding EU Funds” project funded by the European Commission.
