This is a high-profile infrastructure project for Bulgaria as the Struma Motorway is Bulgaria's most important road. This tunnel is scheduled to be the longest in Bulgaria, adding an important link to the road network.

The current IP was signed in 2017. TI-Bulgaria has monitored the tender process and award and is currently monitoring the contract implementation phase. TI-Bulgaria signed a prior Cooperation Agreement in 2015 to monitor the same tender, but the procurement agency terminated that tender process due to changes in the Bulgarian Procurement Law.

TI-Bulgaria served as independent monitor of the tender for the construction of Lot 2 of the Struma Motorway. This IP was one of three pilot IPs as part of the "Increasing Integrity through Advocacy: Counteracting Corruption in Public Contracting" project funded by the Siemens Integrity Initiative Second Funding Round.

TI-Bulgaria served as independent monitor for the tender selection process of three consultants to help create a national system for electronic data exchange for social security information. This IP was one of three pilot IPs as part of the "Increasing Integrity through Advocacy: Counteracting Corruption in Public Contracting" project funded by the Siemens Integrity Initiative Second Funding Round.

This was the first project for which TI-Bulgaria signed an agreement with a Bulgarian contracting authority for civic monitoring of a public works tender and contract execution. The experience helped inform TI-Bulgaria's civic monitoring process and is seen as the precursor to the development of Integrity Pacts in Bulgaria. This also resulted in the publication of a report with the results of their monitoring and systemic recommendations for improving public contracting.

TI-Bulgaria began exploring ways to serve as a civic monitor to oversee and make recommendations for improving transparency and integrity in public procurement in 1999. In the next decade, TI-Bulgaria monitored four tenders in fields from telecommunications privatization to municipal procurement to national highway concession contracting.

TI-Austria entered into an agreement with the Austrian Parliament in 2012 to serve as civil society monitor for the tender and implementation of a major contract to renovate the Austrian Parliament building. TI-Austria appointed an external expert with technical expertise to oversee the design, specification and tender phase, which lasted through 2014. The renovation of the building is undergoing its final phases.

The Austrian parliament is implementing an Integrity Pact with TI-Austria as civil society monitor to oversee the tender and contract implementation of the renovation of the Parliament building. This is the first Integrity Pact in Austria.

The Seoul Metropolitan Government was the first contracting authority to implement an Integrity Pact in South Korea in 2000. In its first year, the Ips were applied to 62 contracts worth US$105 million. TI-Korea conducted a survey of the IP implementation in Seoul shortly thereafter in which private sector actors confirmed their view that the IPs helped promote integrity and prevent corruption in public procurement.

South Korea has implemented an Integrity Pact in public procurement in the city of Seoul starting in 2000. The use of IPs expanded to other municipalities and a version of an IP was developed to apply to the contracts of the Ministry of Defense starting in 2002. As the use of the IPs expanded, the form of the IPs also changed – with some IPs not resulting in the oversight of external monitors. According to the 2015 Learning Review, the South Korean Contract Act of 2012 was amended to include provisions for the IP. Further details, however, are not yet available.
