The global disruption from covid-19 to health and economic systems has magnified risks to preserving business integrity that will have longstanding impact. As a result, the pandemic is drawing significant attention to several of the world’s largest Collective Action initiatives that are reinforcing ethical business conduct in healthcare. The timing and actions of these initiatives could not be more critical in our crisis recovery efforts.

Before joining the Basel Institute’s International Centre for Asset Recovery, Tom Walugembe was a Senior State Attorney at Uganda’s Office of the Director of Public Prosecutions. In this role, he secured the first ever money laundering conviction in Uganda in the case of Uganda v Serwamba David Musoke and 6 Others.

This landmark case blazes a trail not just for Uganda but for other countries to prosecute cases of money laundering and recover illicit assets.

In early April, more than 770 public officials across Peru took our latest virtual training course on public financial management (PFM). This free seven-week course is part of a programme financed by the Swiss State Secretariat for Economic Affairs (SECO) to strengthen standards of PFM in 11 subnational governments.

Last week’s blog about corruption risks in natural disaster situations triggered some interesting feedback. Many observers are seeing the same as I am in the international response to the covid-19 pandemic – namely, that there are striking similarities with the response to earthquakes, tsunamis and other natural disasters in the past.

“Unprecedented” comes up again and again in commentaries on covid-19. But as I listen to more of my colleagues’ and other experts’ reflections on corruption in relation to the pandemic, it strikes me that we’ve seen many of the same features and corruption risks before.

Governments are already contemplating life after lockdown and are keen to permit as many businesses as possible to resume operations, ramp up global trade once more, and to galvanise their economies as best they can - even as forecasts about global recession get bleaker by the day.

As economic activity resumes, what will be the effects of the pandemic on the health and well-being of corporate integrity standards and anti-corruption compliance? What support will companies need or want in the post-covid economic reality? 

The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – us to reflect on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of our very complex societies and their transnational flows.

I start with some definitions, as the term governance is itself broad and contested.
