Launch of train-the-trainer programme in Tanzania
From 16 to 20 January 2017, experts from the Basel Institute’s International Centre for Asset Recovery (ICAR) conducted the first training workshop in the Train-the-Trainer programme for the Prevention and Combatting of Corruption Bureau (PCCB) in Dar es Salaam, Tanzania.
The programme, which is composed of four successive training workshops on financial investigation and asset recovery, will be delivered over the next 6 to 8 months by ICAR trainers. In this first session, four participants have been selected and will be trained to become local trainers with a view to having them deliver similar training workshops to their peers in the future, thus ensuring the sustainability of the project.
The workshop was attended by investigators and prosecutors from the PCCB and the Tanzanian Police Force. The participants were equipped with financial investigative tools, which are helpful in conducting complex financial investigations, particularly in the determination of unexplained wealth, the offence of illicit enrichment being criminalised in Tanzania and investigated by the PCCB. In addition to key theoretical lectures, the participants investigated a simulated corruption and money laundering case customised to the Tanzanian context. The participants have fully appreciated the mix of instruction which enables them to directly apply the newly acquired technical skills.
