Roundtable on the rise and fall of Latin America’s biggest corruption case (CoSP11 special event)
This 1.5-hour roundtable will examine the Odebrecht case from the perspective of practitioners of a) countries that have prosecuted the company for bribing foreign public officials (recipient states); and b) countries whose public agents were bribed (victim states).
These perspectives are supplemented by the global vision of the Basel Institute’s International Centre for Asset Recovery (ICAR) and other specialised civil society organisations that have been providing technical assistance to several Latin American countries in this emblematic case for almost a decade.
Experts and government representatives will assess the initial achievements in international cooperation and asset recovery, contrasted with recent judicial setbacks. The discussion will highlight:
- Lessons learned on judicial integrity
- Implications for the OECD Anti-Bribery Convention and
- The future of tackling large-scale corporate corruption.
A central question remains: Can cases of this magnitude still be effectively prosecuted under current practice and legal frameworks? The session aims to outline priorities for strengthening international legal cooperation amid growing risks of impunity.
This in-person roundtable takes place at the 11th Conference of the States Parties to the UN Convention Against Corruption in Doha, Qatar. It is led by Oscar Solórzano, Head of Latin America ICAR, Basel Institute on Governance.
