Latifa Omar

Programme Manager

Latifa Omar joined the Basel Institute on Governance as Programme Manager for the International Centre for Asset Recovery (ICAR) in Kenya in October 2022. She departed the Institute at the end of March 2023 following the end of the programme.

She supported the implementation of ICAR’s long-running programme in Kenya and its wider regional programmes in Eastern and Southern Africa.

Latifa’s programme management experience includes two years as a Logistics and Operations Manager at the British High Commission in Nairobi, Kenya, and 1.5 years as Programme Officer in the UK-funded Security Sector Reforms Programme in Somalia. 

More recently, Latifa served as Programme Manager for Anti-Corruption and Illicit Financial Flows with the UK's National Crime Agency (NCA). The programme aimed to enhance the capability of Kenyan law enforcement agencies to investigate financial crime, including corruption. 

Latifa has received advanced IBM i2 intelligence analysis training from Coudbreak Analysis UK. She has an LLB and is a High Court of Kenya Advocate. Latifa also holds a Master of Law degree from the University of Nairobi, Kenya.
