Esteban Morales Belpaire is a distinguished lawyer, consultant and researcher with extensive expertise in participatory governance, strategic planning, political advocacy and local development, stemming from his specialisation in administrative law.

With over 25 years of experience, he has contributed to various projects at both national and international levels, focusing on enhancing public management, citizen engagement and the creation of democratic spaces. Mr Morales has been involved in numerous consultancy projects, implementing innovative methodologies such as multi-stakeholder platforms to foster the co-creation of more inclusive territories. His international work in Latin America has provided him with a comparative perspective on public policies and urban challenges in the region.

Mr Morales has been a member of the Institute of Latin American Studies (INESLA) since 2023 and of the Bolivian Urbanism Institute (IBU) since 2024.
