Quality infrastructure supports sustainable growth, improves well-being and generates jobs. Recognising this, quality infrastructure is both an explicit goal and enabler of the 2030 sustainable development agenda.

However, solely focussing on increased financing is not sufficient. Better governance of infrastructure projects is key to increase both the volume and quality of infrastructure investments by addressing governance shortcomings that can cause delays, raise costs and debts for governments and private investors, hamper fair competition and undermine the quality of the infrastructure project ultimately undermining economic and social progress (OECD, 2017).

Integrity and transparency are crucial for countering corruption effectively and the delivery of quality infrastructure. Consequently, this Compendium does not look at secondary consequences of corruption in infrastructure, but focuses on transparency and integrity in the infrastructure cycle.
