Advancing business integrity through collective action
This paper explores governments’ role in fostering, facilitating and engaging in collective action initiatives to support the private sector in its fight against corruption. Building on the OECD Anti-Bribery Recommendation, the first international standard to recommend collective action as a tool to fight foreign bribery, the paper examines when, how and for what purposes governments participate in such initiatives. The paper offers a blueprint for government authorities seeking to support anti-corruption collective action initiatives in ways that are strategic, effective and sustainable.
Developing Anti-Corruption Programmes in State-Owned Entreprises: Manual for compliance officers in Croatia and Serbia
This manual has been developed to help compliance officers in Croatian and Serbian State-Owned Enterprises (SOEs) to introduce or strengthen their company’s anti-corruption programmes. It is designed as a practical, easy-to-reference tool offering a variety of practices that an SOE could consider implementing, such as Collective Action, which can be a highly effective way for SOEs to fight corruption and foster integrity.
The Compliance Without Borders Handbook
Corruption in state-owned enterprises has a unique ability to undermine governments, markets and citizens’ well-being. While international standards promote integrity in the state-owned sector, their implementation remains a challenge. This handbook describes an innovative peer-learning programme – Compliance Without Borders – and its contributions to strengthening anti-corruption compliance in state-owned enterprises. It explains the benefits of galvanising the private sector to work with their state-owned counterparts in preventing corruption and levelling the playing field. By detailing how this new pair are successfully collaborating through Collective Action, the handbook also encourages others to join in leading by example.

Anti-Bribery Policy and Compliance Guidance for African Companies
The Anti-Bribery Policy and Compliance Guidance for African Companies is a practical, concise guide to help African companies set up measures to stop the supply of bribes to public officials in business transactions and support both the public and private sectors in their efforts to prevent bribery and improve the quality of corporate compliance and bribery prevention measures.
The Guidance will help companies draw up a corporate anti-bribery policy and related compliance measures. It also provides insights and ideas on how to put them into practice.
Preventing Corruption in Public Procurement
As integrity risks exist throughout the public procurement process, a holistic approach for risk mitigation and corruption prevention is needed. Focusing integrity measures solely on one step in the process may increase risks in other stages. Similarly, addressing only one type of risks may give leeway to integrity violations through other mechanisms. For example, administrative compliance measures in the bidding phase do not root out the risk for political interference in the identification of needs. Likewise, asset declarations for procurement officials may not sufficiently protect against bid- rigging or petty fraud.
Embodying this holistic approach, the OECD Recommendation on Public Procurement highlights several mutually supportive principles which may, directly or indirectly, prevent corruption and stimulate good governance and accountability in public procurement. These principles include:

The EXPO MILANO ex-ante control mechanism in Italy
Following several corruption scandals that occurred in 2013 and 2014 in the procurement and construction processes of EXPO2015 Milano, the President of ANAC (Autoritá Nationale Anticorruzione – National Anti-corruption Authority of Italy) was committed functions of supervision and guarantee of the fairness and transparency of the procurement procedures related to the implementation of the event in June 2014. As part of this assignment in July 2014 ANAC established a special operational unit (UOS) to monitor the projects of the EXPO 2015.
Corporate Governance and Business Integrity - A Stocktaking of Corporate Practices
Anchored in the G20/OECD Principles of Corporate Governance, this report is about using better corporate governance to fight corporate misconduct. The report takes stock of corporate practices tying business integrity considerations into corporate governance frameworks, strategy and operations. It also assesses what factors influence business decisions to implement business integrity measures in practice.

Prevention of Corruption in the Public Sector in Eastern Europe and Central Asia
This cross-country report on prevention of public sector corruption analyses the preventive measures that have proven to be effective and successful in Eastern Europe and Central Asia. The review focuses on twenty-one countries in Eastern Europe and Central Asia and includes examples from OECD countries. The report is based on questionnaires that were completed by governments, NGOs and international partners in participating countries. In addition, good practice examples presented during expert seminars in 2013 and 2014, contributions by the Advisory Group and additional research also feature in the report. The majority of the report was prepared in 2014. The purpose of this review is to highlight national practices that may be of wider interest. It serves as a valuable reference point for policy reforms and reviews in this region.
The report is prepared as part of the OECD Anti-Corruption Network for Eastern Europe and Central Asia Work Programme for 2013–2015. It is one of three cross-country studies within the programme: prevention of corruption in the public sector, law enforcement and criminalisation of corruption, and business integrity.
Anti-Corruption Ethics and Compliance Handbook for Business
The myriad of existing anti-corruption principles for business can be confusing, especially for small- to medium-sized enterprises with limited resources. To address this challenge, the Anti-Corruption Ethics and Compliance Handbook has been developed by companies, for companies, with assistance from the OECD, the United Nations Office on Drugs and Crime (UNODC), and the World Bank.
The handbook is not intended to create new standards or represent any form of legally binding requirement for businesses. It has been developed to serve as a useful, practical tool for companies seeking compliance advice. It brings together, in one reference resource, the major international business guidance instruments and provides real-life case studies from companies on the application of these instruments in practice.
