Carlos Velarde

Carlos Mario Velarde joined the Basel Institute on Governance in August 2025 as a Senior Specialist, Corruption Prevention, based in Peru.

Carlos has more than 20 years of professional experience in designing and implementing public policies on public ethics, corruption prevention and public integrity. He has worked in international cooperation on European Union, USAID and GIZ projects focused on human rights and public integrity, and has served as a consultant to the Basel Institute on Governance.

He has worked in the public sector in Peru, Ecuador and Guatemala, including as head of Integrity Offices in Peruvian ministries and as Director of the National School of Public Administration. He designed and implemented the first Institutional Integrity Model in the Peruvian public sector and has designed and coordinated major training programmes for public officials on integrity and corruption prevention.

Carlos is a philosopher from the Pontifical Catholic University of Peru and holds a Master’s degree in Political Science from the same university. He is also a Master’s candidate in Ethics and Politics at Antonio Ruiz de Montoya University.
