Blockchain Intelligence Forum

A key part of the Digital Innovation Summit Bucharest (DISB) 2025, the one-day Blockchain Intelligence Forum served as a dedicated space for exploring tools to address risks and challenges arising from the use of blockchain technology.
The first edition of the Forum delved into the latest advancements, real-world applications and potential of blockchain intelligence. The audience combined investors, regulators, policymakers, financial institutions and law enforcement professionals.
The focus on blockchain intelligence is of particular relevance to all those involved in countering the use of virtual or crypto assets and services for financial crimes.

The Forum is a non-commercial event that is free to attend. It is co-hosted by ICI Bucharest (the National Institute for Research and Development in Informatics) and the Blockchain Intelligence Professionals Association.
The Basel Institute on Governance is a supporting organisation and led a panel discussion on the challenges of unlocking blockchain intelligence for financial investigations and asset recovery.
The wider Digital Innovation Summit Bucharest took place under the High Patronage of the President of the Chamber of Deputies and the Romanian Government from 8–11 April 2025.
About the Basel Institute-led panel
This panel explored the key challenges faced by law enforcement and public authorities in accessing and generating intelligence from blockchain technologies, particularly in crypto-related investigations and asset recovery. Experts discussed the technical complexities, high costs and reliance on private service providers, as well as the need for hands-on mentoring and platforms for collaboration.
The session also addressed the difficulties of building blockchain and crypto expertise within public agencies, highlighting the importance of tailored, high-impact training and recognised professional standards.
