For the first time ever, the Munich Security Conference on 16-18 February is putting corruption on the agenda.

Gretta Fenner, Managing Director of the Basel Institute on Governance, will moderate a panel discussion on 16 February at 15:30 featuring:

• Nikolai Denkov, Prime Minister of Bulgaria
• Sheldon Whitehouse, U.S. Senator and Chairman of the Senate Committee on the Budget

The Munich Security Conference’s sudden attention to corruption coincides with a rise in concern over corruption as a security issue and strategic or “weaponised” corruption as a geopolitical threat. The panel will discuss:

• What impact does corruption have on state stability, democratic governance and development?
• How are countries using strategic corruption to advance their geopolitical goals?
• How does strategic corruption converge with other phenomena that undermine national and international security?
• What are key enabling factors of (strategic) corruption, and what is the role of transparency measures such as beneficial ownership registries in fighting corruption?
• How can the anti-corruption and the defence and security communities work together to reduce the nefarious effect of corruption on international peace and security.
