Detect, develop, defend: How to build effective corruption risk indicators and red flag systems

Corruption risks can be difficult to detect, but robust red flag systems and risk indicators play a crucial role in identifying and mitigating them.
This workshop presented key findings from a three-year Horizon Europe project named FALCON project, showcasing technological tools and best practices to aid the Fight Against Large-scale Corruption and Organised Crime Networks. The project is funded by the EU HORIZON programme under grant agreement 101121281.
This project has offered practical insights into how data-driven approaches can enhance the early detection of corruption across high-risk domains, including public procurement, border management and sanctions regimes.
What it covers
- How to identify corruption-prone behaviours and specific risk factors.
- How to design and validate effective red flag indicators using empirical evidence.
- Best practices and recommendations to strengthen risk detection frameworks for law enforcement and policymakers.
This workshop highlighted strengths and challenges encountered during the FALCON project’s research and provided actionable recommendations for law enforcement agencies and other relevant stakeholders to enhance their risk indicator and red flag systems.
