In 1999, municipal leaders of Bhaktapur – Nepal's ancient "City of Culture – developed an Integrity Pact with TI-Nepal that it called an “integrity system” by which municipal officials and bidders to municipal tenders would sign on to integrity and anti-corruption commitments. TI-Nepal served as the civil society monitor to this arrangement. In 2002, the local elected bodies were dissolved which ruptured the municipality’s commitment to the IP.
